SC OKs norms to rid planes of mosquitoes, flies

 

NEW DELHI: India's Supreme Court enjoys a unique position among its peers across the world - for it can interpret the Constitution, strike down legislative and executive decisions not in conformity with constitutional provisions, and entertain PILs on any subject, including mosquito and fly problems in passenger aircraft.
The process it had initiated in 2019 by ordering the Union government to set up an expert panel to study the problem of mosquitoes and flies in passenger aircraft and suggest remedial measures for disinsection of aircraft fructified on Wednesday with the Centre accepting the six-member panel's recommendations and the SC asking the government to take necessary action.

Additional solicitor general Aishwarya Bhati told a bench of CJI DY Chandrachud and Justices PS Narasimha and JB Pardiwala that all nine recommendations have been accepted.

The recommendations are: residual disinsection of aircraft is superior than other procedures; pre-embarkation treatment of cabin and cargo may be undertaken for flights arriving in India on single-sector (non-stop flights); pre-departure disinsection for flights arriving in India from transit countries (multi-sector) endemic for vector-borne diseases to be undertaken.

The panel said, "The disinsection procedure at the destination airport may be undertaken as per the regulatory requirements of that country; vector Surveillance and control activities around the aircraft bay to be undertaken to keep free from mosquito breeding; routine health monitoring surveillance of crew members may also include information on adverse health effect of disinsection; and provide information on symptoms of adverse effect due to insecticide spray to any passenger or crew member."

India Records 3,016 New Covid Cases, Highest In Nearly 6 Months

New Delhi:

India recorded 3,016 new Covid cases in past 24 hours, a 40 per cent jump since yesterday. The daily positivity rate has been recorded at 2.7 per cent and the weekly positivity rate at 1.71 per cent, according to the Union health ministry data. Thursday's infection count is the highest in nearly six months. India had reported 3,375 cases on October 2 last year.

The country's COVID-19 death count has increased to 5,30,862 with 14 deaths -- three reported by Maharashtra, two from Delhi and one reported by Himachal Pradesh in a span of 24 hours and eight reconciled by Kerala.

The active cases now comprise 0.03 per cent of the total infections, while the national COVID-19 recovery rate has been recorded at 98.78 per cent, according to the health ministry website.

Several states plan to hold emergency meetings over the alarming rise in Covid cases this week. Delhi, where the infection count had dropped to 0 on January 16, recorded 300 cases in the last 24 hours. Delhi government has called for a meeting today to review the situation in the national capital. The meeting will be attended by senior health department officials, medical directors of state-run hospitals and other stakeholders.
